A panel print garment is different from a regular print in that the print is larger, which has some consequences. It gets its name, "panel" in that the seamstress must line up the print as the item is made, and to do this an entire panel (length = height) must be used. Panel shirts and dresses generally cost more as they require more fabric to produce.
